Some of the features are
1. Free and released under the GPL license
2. CSS drop down menu
3. 6 preset styles/themes - 3 light and 3 dark in red, blue and green variants. You can also edit a style and save it as a custom style.
4. The template supports upto 60 module positions. This is quite high when compared to most other templates.
5. From the backend you can choose the font family to use for the pages. I found this quite useful rather than having to edit the css files.
6. There are many more options which you can edit in the backend to fully customise the template as per your needs
There was one drawback which i noticed. One of my requirements for a template is a rounded module and module borders. With my basic CSS knowledge i couldn't get it to work.

Another free GPL template recently released by RocketTheme is the Grunge template. The look and design is different from the Quasar template but most of the module positions, the backend options are quite similar.
